Normally this clears up after some time has passed, but its extremely frustrating to deal with and has me concerned that if the game tries to update a save file during this time period that it will be at a decent risk of corrupting. This also applies to menus if I'd paused the game prior to alt-tabbing out, with even the smoke / embers in the menu screen following the 0.5-1 fps pattern. During this time, I can move my view around, but any action only registers if it coincides with the split-second that the game is responsive during each "slide".
While I'm playing, the game is running fine, and while I'm tabbed out, the game is also running fine (I have multiple monitors, so I can see what the game animations are doing while I'm on another application), but when I alt-tab back to the game, the fps drops to about 0.5-1 and is essentially a slide show for between 30s and 2 minutes. I've recently had a desire to play through Wildlands again, but this time around I've been running into a major issue when I alt-tab out to check something and then back in.
This makes sense as it was working fine a year ago and nothing substantive has changed either with the game (as far as I know) or my PC, but I've found information that Ubisoft Connect was updated and is no longer really compatible with GRW. Possible solution: I've found that disabling the Ubisoft overlay has corrected the issue for me.
